On 11 July, the degree of Doctor Honoris Causa of Voronezh State University was awarded to Deputy Prime Minister of the Russian Federation Dmitry Rogozin during an official ceremony held in the auditorium of the VSU main building. The event was attended by Vice Governor of the Voronezh Region Gennadiy Makin and a member of the State Duma of the Federal Assembly of the Russian Federation Alexey Zhuravlev.
In his welcoming speech, VSU Rector Prof. Dmitry Endovitsky stressed the role of Deputy Prime Minister in the development of higher education in the Voronezh Region, as well as the importance of the event for Voronezh academic institutions.
After the opening address, Prof. Endovitsky presented Dmitry Rogozin with the gown and diploma of Doctor Honoris Causa of Voronezh State University. The decision to award Dmitry Rogozin with the honorary degree was made by the Academic Council of the university. It was due to his great personal contribution to strengthening the collaboration between the universities and the defence industry complex of Russia, as well as continuous support of VSU's initiatives and development programmes. In addition, Dmitry Rogozin was also was granted a badge of honour for serving Voronezh State University.
Deputy Prime Minister addressed the audience with a speech in which he talked about the development of the defence industry complex in the Russian Federation, including the enterprises of the Voronezh Region.
– Today we have visited a number of enterprises in Voronezh. Based on a thorough inspection, some essential instructions were given. It must be noted that the Novovoronezh nuclear power station uses the safest nuclear technology. It is our duty to our country to invest capital and scientific resources into the development of the army and navy. President of the Russian Federation Vladimir Putin set us two strategic aims – to upgrade 30% of the weaponry of the army and navy in 2015, and 70% by 2020. After that, we will only need to sustain the current level. We are now working ahead of schedule, with 41% of the weaponry already upgraded. Furthermore, at the moment we have to follow tight restrictions. It is required that we control the production technology, as well as the performance of equipment. We have prepared import substitution plans which will allow us to to localize production in Russia, and the Voronezh Region in particular. The industry must also learn to make non-defence products. We have to create a defence industry that would stand on its own two feet and be able to serve the country's needs. Moreover, major emphasis must be laid on the human resources. We need to constantly think about the students, making sure that we encourage the young people to opt for employment in various areas of science and the production sector, the latter being increasingly based on scientific resources.
Among the Doctors Honoris Causa of Voronezh State University are Patriarch Kirill of Moscow and all Russia, Full Member of the Academy of Sciences of the Republic of Cuba professor Fidel Castro Diaz-Balart, Ambassador Plenipotentiary of Germany to the Russian Federation Ulrich Brandenburg, and Director of the Institute of Oriental Studies of the Russian Academy of Sciences Vitaliy Naumkin.
